From the get-go, it can be construed dredging the Pantal River could be lamer-than-lame duck operation, but not deader-than-dead.
IT’S ABOUT GAS – STUPID! . . .
Like anything that walks or crawls mechanical, you need … juice … to get it breathing dragon.
However, Mayor B went blind did not see the light (alaram, naalimogagaan), when she disregarded she was dealing with … tenured … government bureaucRATs to deliver the goods as promised.
Firstly, she should have grabbed them RATS by their throats shook them hard, and demanded why gasoline is to be contracted, when the DPWH has in its depots oceans of gas.
Secondly, she should have pulled The Benjie’s playbook from the hell hole of City Hall gathering dust, to familiarize herself that, lack of gas turned the $1.5 million dollar ~ The Benjie ~ dredging machine into a floating barge.

Trying to live with the crafty practices, the habitual peculiarities of behavior ingrained in the deep recesses of City Hole, Mayor B will have to shade her skin of womanliness and reinvent herself a … monster for competence.
