Why “mayor’s permit’?

Re: Treasurer empowered to close establishments
I am all in favor of fining and if necessary closing down businesses that do not have the necessary license. What puzzles me though, is the “Mayor’s Permit.” If I am reading this correctly it seems to give too much power to one person in who gets a business license.
Hypothetical case: Say that I am the mayor. My friend and political contributor applies for a license to open a night club and restaurant. At the same time another person applies for a license to open the same type establishment. The other person is the antithesis of my friend and political ally. What would prevent me, being the mayor, from vetoing my political adversary’s application. The “Mayor’s Permit” gives too much power for one person, specially if that person has in the past red penciled and/or has also tried to stop or litigated everything he/she disagreed with.
