Police paperwork or visibility?

BEBOT VILLAR

IT’S back to school, back to old problems. Let’s hope our authorities are ready with their tried and tested solutions.

Pag back-to-school na, siguradong aside from lack of classrooms, teachers and textbooks, susulpot uli ang problema sa illegal drugs para sa ating mga kabataan. Dapat huwag lang tayo puro batikos mamaya, we must be part of the solution.

I say this because we have public officials na mahilig lang mag-grandstanding. Putak lang nang putak pero wala namang dalang gamot sa problema ang kanilang utak.

So it’s reassuring to know that our police are ready for the tasks ahead. Our officer-in-charge police director P/Sr. Supt. Sterling Raymund Blanco has been meeting the town police chiefs in all the districts. Okay yan so the people will feel that you care for them at hindi lang puro pulitika ang pinag-kakaabalahan sa atin!

Police visibility near the schools makes a lot of difference in preventing the commission of crimes. Hindi makakaporma ang mga pushers and other criminals. Policemen inside stations are useless. They should get out, to be seen and be felt by the people.

I don’t know PD Blanco personally pero sa tingin ko ay silent worker ito. Huwag lang sosobrahan ang pagiging silent kasi he might give the impression he is not doing anything and no accomplishment to speak of. In fact that could be the reason why he is being called to the ‘Question Hour of the sangguniang panlalawigan.  (Ang mahirap lang sa ‘Question Hour” nila ay iyong iba gusto lang magpasiklab lalo na pag may TV camera at hindi “in aid of legislation”).

They want to know kung ano daw ginagawa niya given the impression of some na worsening daw itong peace and order situation natin, kasama na rin ang drug problem.

Sabi naman daw ni PD Blanco, that could not be true because mismong si Gov. Amado Espino Jr was featured in newspapers receiving an award recently from the Regional Development Council as the most peaceful province making it conducive for investment. Tama siya! Alangan namang walang contribution ang ating kapulisan para ma-attain ang ganyang status!

Anyway, what’s also worrisome is the plan of the board members kuno to make the PD submit monthly reports to the sanggunian. Bakit DILG o Napolcom ba sila? Baka maubusan na ng oras si PD sa kaka-submit ng report sa kanila on top of reports to his superiors and LGU execs. It should be enough for the PD file reports for the governor, then he in turn circularizes it to the vice governor and board members, and for the mayor to sangguniang bayan members and barangay officials.

The worst thing that can happen to our police officers is to see them tied down to their desks busy preparing and filing reports when they should be out in the streets. Trabaho na lang, huwag nang masyado sa daldalan.

Sana after shooting their questions kay PD sa this week, dapat mag-isip na sila how they can help our police. It’s more productive this way than threatening them every now and then with a declaration of persona non grata!

But speaking of lawlessness, honestly, I’d rather see the ruthless criminals killed instead of arresting them at padaanin pa sa mahabang due process once caught.  Kaya mas okay sa akin if I learn of pushers being killed for any reason than to see hapless victims being rounded up.  My sympathy goes to their victims dahil hindi lang bright future nila ang pinapatay ng drug pushers but their families.
