Customs and Coast Guards you say, oh NO. They are only part of the system of weak government. In order for the system to work all part of wheel has to work properly. If the justice system does not follow through and let corrupt officials go the stressed part of the system will break. During the abolition (alcohol prohibition era) in the US it was not the “G” men of the famous Sean Connery Untouchables of FBI agents that stopped the smugglers. It was combination of the whole system; the government legislation of repealing prohibition, tax laws and enforcement, teeth of justice prosecution, and our famous customs agents that stopped smuggling, lawlessness, and rampant corruption. It took all of it to jail Al Capone on charged of tax evasion. Smuggling is what made him rich but tax evasion is how public enemy #1 was jailed in Alcatraz. Yes a mere accountant with no gun did him in.
So all these talk of shaming customs official and coast guard only has NO prayer to succeed.
