Mayor Lim, knowing what can happen to the river by unregulated fish pens, had cleared the river of the illegal structures prior to his defeat by Her Highness. Knowing that there was a better than average chance that the Former Mayor Lim would be defeated, the owners of the illegal ponds went on a frenzy rebuilding their pens. Where there were none there became many.

Not all the blame can be blamed on Madame Belen, much of that blame must be given to her Fernandez kin, Al. No sir, we can’t blame everything on Madame Belen after all she was just following what she may have thought was a family tradition
