Were illegal fish pens legalized?

I applaud Her Highness for inspecting the river. Now, the question is, how many fish pends that were deemed illegal proliferated the river after the election remain? More importantly, how many of the nearly 100 illegal fish pens became legal after her election.
I ask this not deride Fernandez, it is my concern for the ecological damage caused by too many fish. The waters only can provide a certain amount of oxygen. Too many fish and all marine life end belly up, dead! I hope that she does not succumb to lure of political “gifts,” from some of the wealthier illegal fish pen operators to keep the illegal status quo. She and her family have enough wealth to help alleviate much of the city’s poverty were they inclined to.
