No trial and error, please

Re: Clean toilets, too!
The project is a good start but if the river cruise includes dinner-entertainment, it is a must that a toilet (water closet and lavatory) with “running water” is available and be required for permitting/licensing. Malabanan or other sewage pumping service must pump out the toilet daily.
If it is a sunset/evening dinner-entertainment cruise, appropriate power supply (noisy generator is not) for lighting and audio system must be part of the utilities.
It is about time that Dagupan develops its most precious resource for maximum benefit with proper planning and engineering. They should not be contented with “trial and error” or “puede na yan”.
By the way, is there a “harbor of refuge” that the cruise boats can use during typhoons? Are those boats designed structurally?
I am not a naval architect but I did projects like this and I am not an expert in nuclear power, I just read, research and try to understand what I read.
