There’s no doubt the mules were deeply involved to their eyeballs.
The amount of illegal drugs in their possession gives unquestionable truth, they were doing it for a long time not only in China presumably, but other countries where visas are not needed for entry.
When they became cocky, they lost their guard, and that’s what did them in.
If they were victims of drug syndicates willing or not, that wouldn’t help because in any legal system being an accessory, is a crime itself.
