Basically natural born citizens are those people who are citizens at birth without going to a naturalization process. These are based on jus sannguinis (blood relationship) and jus soli (place of 
birth) there is another element that influences the issue, timeline. 
It depends also when you are born. 
Supreme Court (USA) based their decision based on establish jurisprudence without fear or favors. It is collegial body unlike the Phil. Supreme court that rules based on law and political leanings.

During Marcos time it acted like a deodorizer together with the legislature to give semblance of legitimacy.

During Arroyo’s time it favored her too by issuing rulings that contradicted itself like a splitting hair. No wonder it always asked/dared its critics to go to court dahil siguradong panalo sila. Politics of 
deception. Gloria might not be president but she left 3 formidable
 rear guards, Joker Arroyo in Senate 
Edcel Lagman in Congress and CJ Corona in Supreme Court.

 Strauss which turns out to be a US
 citizen of Jewish ancestry.
 Therefore citizenship (natural) is determined by blood relationship, 
place of birth and the timeline of a persons birth as stated in the 
constitution.
