Training not enough

It needs more than training to straighten the PNP. The leaders of the Philippines go to the US, UK and other western nations for training but what does the public get in return? Just ask those Euro generals what they learned.
Did the “pensionados” sent to the US during the US colonization era produce the great leaders today?
Military leaders were sent to US training schools and academies like West Point via government. Did the military get reformed and for that matter, the PNP?
As long as only a few families have the controls and they do not see a need to reform the corrupt system nothing will change. The idealistic western trained leaders will be getting their marching orders from the king of the rich.
Thus the Mendozas get tainted and frustrated. Hello Honasan, Trillanes, etc.
P-Noy warning the frustrated – Follow the rule of law. What did one solon say about rule of law? The Mindanao massacre victims may see justice in 200 years?
