Colleges here in US will give students a test and if they lack the math and English skills they need for a college course they have to take the non-credit pre-college courses.
If this is the same as the pre-university scheme this is a more realistic path for students to make it through college successfully. Most colleges also have the freshmen mentoring program that helps struggling students with tutors in subject they require.
My experience in my freshmen year in a reputable Baguio college was a sink or swim. This is a better idea than extending the high school years.
