Re: More illegal fish pens rising in city

Puro sila nagtuturuan. The Bureau of Fisheries must act. Not the city, because the case is pertaining to water and fisheries. It is the law of the water.

The city is for the recommendation to the proper authority on the procedure for implementation. 
This is what we call negligence on part of the authority.

Something fishy!!!!!!!!!!!!!.
