The root cause is CORRUPTION, period. Education deteriorated because of corruption. GMA’s focus was not on education but on large projects that will provide large SOPs such as the NBN-ZTE and the aborted CyberEd project for schools when what is needed first are sufficient school infrastructures-CLASSROOMS.
It is crazy to install Internet facilities under the trees or even in dilapidated classrooms. GMA reported in her last SONA that her administration accomplished 90,000 classrooms. If there were 90,000 classrooms built, then why would Efren Penaflorida need his kariton? That is a big fat LIE.
If there is no corruption, or if only they will “moderate their greed” as suggested by Neri to Lozada, adequate funding for education will be made available. Election is over and GMA will be gone, so stop being a sipsip to GMA.
