I don’t believe Mr. Edwin is comparing Guam to the Philippines. 
I beg to disagree with Mr. Casilang that Mr. Edwin cannot do anything about those pig pens under someone else’s home. Mr. Edwin is already accomplishing something through and by the reaction and response from Mr. Casilang. It is a little step but in the right direction.

Financing is just one part of lifting up the quality of lives of our people. The knowledge and positive experience acquired by our compatriots from advanced countries can be passed on to our folks for everyone’s own benefit. But most often tradition and resistance to change hinders the ability for improvement.
