A reliability program for a nuclear plant

I assume you were not in the Nuclear Division in the (US) Navy because if you were you would have known about Personal Reliability Program that is not only DOD mandated program but by the Federal Nuclear Agency.
I used to run one of the Nuclear Alert Force Wing, as superintendent of the bomber leg. So I could tell you one of the requirements of program is for all personnel assigned to the “N” division had to be certified by a doctor being of sound mind.
The personnel working there are trained in buddy system to report any change in behavior or any events an individual they are working with may have to include family stress. Once reported that person had to go to the doctor immediately for interview and check up and could not even enter the “N” area without clearance by a doctor.
I have seen Dr. Duque a few times for my “PRP” clearance just because my kid was sick.
Do you think the Pangasinan nuclear plant could afford a system like that? They will need doctors with integrity, buddy’s that could report their friends or co-workers and double manning so personnel could be gone for the checks, don’t you think?
