Why no public discussion on nuclear plant?

They had fast-tracked the nuclear power plant. The provincial board vote is 7-2-1 given Congressman Coquangco’s push.
Here in the US, when a major project is needed they follow certain rules in acquisition. One of them is to get all the requirements down so the engineers could write the specifications. After specifications are written down they go out to the industry for bid proposals. They follow an open bid system because some innovative corporation may surprise the government with a cheaper and better product than the specification that was written.
In this proposed nuclear plant (going by the reports by this paper) a Korea company was already picked to supply the plant. Has anybody seen a major project fast-tracked like a very sensitive socio-political project as this one gone from a press release to board approval. Is this for real? Are the blackouts for real or part of the drama? They already have stamped out the critics from the polluters of coal fired plants and the cement factories, why not another one?
It may be a good idea to have a nuclear plant but why not be transparent in discussing all the pros and cons first?
Who are the stakeholders here? The people probably already know more than the knowing-it-all leaders of Pangasinan. What say you SP posters?
