Bunk fuel vs. coal-fired

The regional plants in Pangasinan use bunk fuel unlike the dual coal-fired plants. The SP forum posters had a lot of posting on the pollution emitted by the coal-fired plants in the past.
In fact critics of the plants claim the plants emit more pollutants than all the vehicles in the region. They pointed to serious health problems due to the pollution from the plants.
Did DECORP switch their plants from San Fabian, Dagupan and rest of their franchise to coal? If they did I stand corrected.
