Look at the walis-tingting, individually it could do very little but if you put them together it becomes a very useful cleaning tool. If you put small things together it could snowball into something big.
Look at the coal power plant in Sual, did somebody produce a coal plant that does not pollute the atmosphere. The best thing that we could do is getting high grade coal to produce less pollutant.
Make the best of what we have. UN, groups of international bodies could hardly agree on anything due to politics. Just like Iran and Korea if you put too much sanctions due to violations of international accords China or Russia will veto said resolutions.
