Aid to the Pepeng’s farmer-victims

Calling all politicians, engineers, geologists, or anyone in the know…
The flooding that happened in and around our province not only displaced families and disabled businesses, but it also left debris to acres and acres of farmlands making them inhabitable for any crops.
On most of these barren lands is topsoil that is made up of dried mud that is apparently too hard to till. Is there any aid at all as far as getting some kind of machinery out to these farmers to help them turn the soil into something operable?
And is there a way to harvest this dried mud and turn it into bricks or something of that sort to be used as building materials? The mud itself is very hard, but is it possible to come up with a concoction to make it pliable?
Just wondering…
