I am working on finding root causes for storm deaths in Philippines (Dagupan area to start with) & then try to implement mitigations.

Presently I am looking into flying metal roofs as a cause & trying to find root causes such as attachment methods lacking such as the nail & wire.

I need local help to figure out why the victims are outside during the storm? Gathering food? Lost their roof? Their roof fell in on them, etc?

When I get back to Dagupan, I will be traveling to areas where deaths occurred to pick up more REAL data. Anyone working in this same area of concern I would like to hear from?
