The smart political advisers know that most of the voters are stupid, that is why they choose a solution that will not offend the majority of the stupid voting public. They will readily show that Spine is doing something about the environment, yet will benefit their friends who know how to pay/buy favors- the fish pen owners.
The ineffective and expensive solution will negate the public pressure to remove those fish pens that clog and damage the waterways. So they choose the dredging machine instead of launching first a program for strict enforcement of environmental laws. Makikita ng tao na may ginagawa, may SOP pa.
Not an effective solution but more money for their pockets, and their ‘RACKET’ continues.
