The Driver’s Manual is FREE and available at any California DMV office. Your advice to your frat brother Mr. Lomibao to charge P100 per manual is BS, similar to forcing the RFID to the vehicle owners. That should have been covered by the licensing fees.

Heck, I could just mail you one to share with your brother Art so he can save his time preparing one.

If the LTO is not already doing the things that you have suggested, then what kind of a leader and manager is Mr. Lomibao?

In California as well as the other states, a driver has to pass a written test and demonstrate that he can safely operate a vehicle before he is issued a license.

With all his years in the military, does Mr. Lomibao even know what ULTIMATE RESPONSIBILITY IS??? As the LTO chief, is he not ultimately responsible for the performance of his agency? What kind of a congressman would he be?

Sorry to be so critical of your brother mason, BUT, he is just another member of a corrupt government and he brings discredit to the praise-worthy masons in history. He is just another one of those papogi wanna-be politicians who can not be weaned off the public trough.

The Philippines needs people who can lead and manage, who are beyond corruption, who have the ideals, and are truly intent to uplift the Filipino people. Unfortunately, that type of a Filipino leader appears to be extinct today.
