Nice to know that actions may already had been effected. You might as well tap yourself on the shoulder because with your posting the LTO chief may have found out about his office sliding back from the recognition of quality certification it had attained. It had contributed to the country’s slide to 88th from 71st in the Global Competitiveness Report 2009-2010.
Here is the part of the article, “If It Ain’t Broke break it”, in the PhilStar article; ”It was too good to last. Several years ago, Anneli Lontoc achieved what seemed impossible: she cut red tape at the Land Transportation Office which she headed, eliminating fixers and speeding up the processing of a driver’s license from up to three months to just a few minutes. For this feat and many other reforms that improved efficiency, the LTO attained ISO certification for quality service. And for her achievement, Lontoc, who was not part of the gang that still lords it over the Department of Transportation and Communications, was kicked upstairs by an administration that prizes loyalty rather than performance in its officials……..”
Let’s cheer that the LTO drivers licensing process will be expedited and red tape eliminated before the 2010 election.
