Mr. Carrera:

I see what you mean. Honestly, I’m just presenting my 25 centavos idea to improve the situation of Bonuan Boquig open dumpsite to be more compliant with local environmental laws and regulations.

Extreme compliance to weird environmental laws that you mentioned will only kill the project such as Bonuan Boquig. We’re just trying to brainstorm and improve what Bonuan Dumpsite already has or had at this time.

If you’re aware that last May 2009, PGMA renewed her call via executive order 774 to reinvigorate the Payatas Dumpsite (PGMA called Payatas a dumpsite and a landfill so with Mayor
 Belmonte of QC in his successful biomass project) by greening the area thru massive tree planting, garbage classification and segregation, composting and metal recovery to reduce soluble mercury to percolate or leach into the ground. One way (I already mentioned) is to dissipate the dangerous compounds into a wider low-lying area to evaporate.

Mr. Carrera, please understand my statement. I know that design of solid waste facility is your cup of tea. Not me. I only mentioned what I saw and experienced. But if you have another idea, you’re welcome to say so.

My teacher in air conditioning at Manantan Tech in Urdaneta always tells us not to kill the goose that lays the golden egg. If there’s no Bonuan Boquig Landfill, Dagupan City will be as bad as the ruins of Warsaw in WW II. Uncollected trash or improperly disposed garbage will litter the entire city.

By the way, the place in Korea where I got the idea from did not experience any birth defects, skin rashes or breathing abnormality over the last ten years. The area now is laden with vegetation of gingko trees, beautiful landscapes, a playground, a water park, a picnic area and their Chosok Festival is held there.
