Not by Dagupan government alone

The solution to the so-called “tidal flooding” and flooding from storm events can not be solved by Dagupan City alone. Solving the tidal flooding only will be a “band aid type or short term solution” which is similar to the so-called “upgrades (raising) of all streets in Dagupan” as proposed by the smart city engineers.
The ultimate solution requires the participation of the Governor and all the upstream towns which are the tributaries of the rivers of Dagupan City, like Calasiao. Political will (removal of all illegal structures along all waterways), sufficient funding and less corruption is a must.
This is basically a “civil engineering” project, with “environmental and geotechnical engineering” component and no rocket science is required. The technical advancement makes the technical solution to the problem much easier while the political and financial problems are complicated.
