Is POSO helpless against banks?

Try walking along Perez Blvd. where those banks use the sidewalk as parking area for their clients, thereby exposing the pedestrians to danger. This has been going on for so long.
Also, those selling canvass in Perez use the sidewalk as their working area. Why can’t the POSO do something about it? Kaya lang ba nila mga small fry?
