Mr. Ceralde,
No, expropriation is not the same as acquisition of land by the city government via imminent domain. Imminent domain does not allow any governmental entity to seize private property without due process or just compensation.
If so, then the government can just declare that all land within city limits belongs to the city thereby abolishing all private ownership of real property.
You pose the question of whether it is just to clear and clean out the Tondaligan dumpsite without a viable alternative?
Well, how would you feel if the city came to your property and began dumping basura in your front yard without informing you in advance or agreeing to pay you for the use of your property? Do you think that would be just?
