Re: Playing with fire – Bogs Esteves, great manager and politician

Milpitas . . . “Place in little cornfields”, a small city located in the razzle-dazzle of Silicon Valley south of San Francisco.

A city saturated with companies active in computer manufacturing and software programming. With ten (10) prominent employers in the high-tech industry, are a boon to the city with fifteen (15,672) thousand six hundred seventy two employees in their payrolls, and with a tax base competing with neighbors like Palo Alto to the north.

DEMOGRAPHICS . . .

As of 2011 census, it has sixty seven (67,804) thousand eight hundred four inhabitants living in roughly 14 square miles. Asians comprise 61.8%, 14.6% Whites, 2.7% Blacks, 16.8% Hispanics. Living in this computerized community has its pitfalls.

A house with approximately 1300 sq. feet will have an asking price of $600-700 thousand dollars before the … bust … which can be bought now at $300-$350 thousand dollars. Property tax in this city will make Steve Jobs shed tears.

ISSUES AND CONCERNS . . .

Even though with its idyllic beauty encased in the rolling hills; it has overcrowded schools … lack of adequate open parkland … horrific traffic congestion …. obnoxious breathable air quality, and within its environs the … Elmwood Correctional Facility – housing the riff-raffs and the undesirables of the Barbary Coast.

THE MAYOR OF THIS CITY . . .

What is known and printed about him is overblown. There’s more than meets the eye! According to his resumé: he has everything under his belt, which comes into focus his having an MBA (M- asyadon B-olabola A-mo) making himself qualified to be the mayor of this city. Or, is it?

He ascended to the throne being a protégé of his predecessor ex-Mayor Henry Manayan, Jr., a Pinoy playboy of Ilocano origin from Pasoquin, Ilocos Sur. With the predominance of Asians in this enclave – getting voted in, is a lousy exercise in politics.

THE POLITICAL WIZZLE-WAZZLE OF MILPITAS . . .

The municipal government of this city, is in the CITY-MANAGER government form different from the MAYOR-COUNCIL-MANAGER government form used in large cities like Chicago or Los Angeles.

Under the council-manager, the legislative body, which is put in place by public elections, appoints a professional – CITY MANAGER – to direct the administration of city government.

With the decision-making lies in the city manager’s with the consent of the city council, the Mayor becomes just a – FIGUREHEAD – for ceremonial purposes and for valet service.

So, Bogs Esteves (he’s bogged down in technicalities) with hubris to wide-eyed, corrupt and incompetent Dagupeños who visit him giving them keys to the city, and claims he makes policy, have a say in the decision making, is falsehood in its highest form.

THE CONTRAST IN MILPITAS’ ELECTIONS . . .

The city council is composed of the city mayor, a vice mayor and three council members: they aren’t any – clowncilors – like The Benjie’s city hall.

The mayor … is elected by the community every two (2) years.

Esteves, was elected in 2010 and his term expires this November 2012.

While the city council with its four members, are elected every four (4) years.

With no Asian-descent members of the council dominated by three (3) whites, and one (1) Hispanic . . . Bogs Esteves, is as useless like a rotting strawberry in the fields.
