OUR province recently ranked Number 1 in Region 1 in the implementation of development programs as tabulated by the NEDA.
Shall we congratulate Governor Spines for this? Frankly, this is a “ho-hum” story.
What’s important is the Pangasinenses’ awareness that they are getting the services they deserve from the government, and turn what have they done for the government.
This “number one” label is tricky. Fact is, the regional citation is superfluous. The province’s rival for performance should be in the nationwide level.
“We are now Number Number Five,” says Butch. So, let’s hit Number 1.

A number of balikbayans are in town. Most of them were part of a team we had joined in its round of the province last year, the likes of Alfonso and Pacita Fermill Aningalang, who described Spines as a “superman.”
“We have never seen a local leader like him,” the couple said of Espino.
The group this time zeroed in on Mayor Benjie Lim’s turf, fish-rich Dagupan, which, they say proudly, has become over-famous with its tasty bangus and the festive activities in praise of its wealth from the Lingayen Gulf and its tributaries including the panoply of bangus-rich fishponds.
We saw the other day our high school mate Jimmy Munoz and his elders Bernie, father of former Councilor Eric, and former city councilor, “Demosthenes” Rosme, and entrepreneur Vicky Brooks.
They noticed the “new face” of the city, singling out the swanky Fortune restaurant across city hall, the “unusually clean river system” they saw while being toured aboard the Dawel River Cruise. They were comparing Benjie and Spines in performance when a guy named Manny Roy butted in, “no basis for comparison.” When they asked why? Maning said Spines controls the provincial board, while Benjie is at logger heads with the city council.”

The group’s escort, fishpond activist Alfred Dawana, better known as Apring, former association of barangay councils president of Dagupan, has bright ideas to maximize the produce of the fishponds. But his ideas need Mayor Benjie’s ears. It seems Apring has yet to find allies in the Office of the Agriculturist who are listening to another frequency.
A loyal supporter of Benjie in Dagupan and in US-based Dagupenos, Apring hopes to concretize his marine development plans with the mayor’s support.
We suggest a meeting among Mayor Lim, Regional Bureau of Fisheries and Aquatic Resources Director Nestor Domenden, City Agriculturist Emma Molina and Apring soonest.
