Nice touch, Gonzalo Duque, on this issue drunk driving.
As you well know in your travels in this US of A, if you run over somebody and killed him/her, while on DUI, its automatic first degree murder, no questions asked.
Also, if you killed a worker in a work zone beyond the speed limit, its automatic $15,000.00 dollars in fines and 25 years prison time.
Will this hold in the Philippines we all know so far by now?
The bishop, Oscar Cruz, should re-evaluate his options. As far as jueteng, now a Pilipino household fixture, and Gov. Espin-off throwing up his hands . . . in defeat . . . there’s nothing to fight in this sector.
Cross your fingers, pray like Hell, the old Bishop Cruz will gather his forces and fight a new war in the highways.
Ordinance you say?
There outa be a law . . . a national law! And Congress should pass one.
