Anti Terrorist czar Lomibao on Gov. Espino

THAT jolly group of Dagupan City National High School alumni led this year by hyperkinetic alumnus Manny Roy has started counting the days — 60 to be exact— before December 28, their much awaited Grand Reunion.

Chairman Manny, the hottest shot of Class 68, points to this year’s theme, “Dagupan City High, Mabila-bilay,” as the secret for his projected tsunami of warm bodies invading Dagupan on that day of days.

MVR’s royal court includes Eddie Samson of Class 58, vice chair; Liddy Antonio of Class 78 and Noel Quitlong of Class 83, and Judge Emma Torio, alumni board prexy.

Outside the city fiesta on December 26, the DCNHS alumni nite is the best attended at the city plaza’s row of bailes. No less than Mayor Al Fernandez and his predecessor, former Mayor Benjie Lim who never fail to attend the night of nights grudgingly agree.

Those querying about the whereabouts of former National Police Chief and Director General Arturo Lomibao might be pleased that he is now undersecretary and chief of the National Counter-Terrorism Action Group (NACTAG).

His new post makes him the country’s point man in combating terrorism, dealing with imminent threat and synchronizing all efforts against terrorism. NACTAG, he says, was created by the government to tap Art’s tried and tested skills in securing the peace of the country especially from terrorists.

The Glorietta and Batasang Pambansa bombings are terrorist acts that conceived the office.

Did you know that Art almost ran for congressman in 2007? That should have made him the third man aside from Rep. Joe de V and Benjie Lim in the race.

But GMA, FVR and then Speaker JdV foiled it. We asked him if he still has congress in mind for 2010. His answer: “Whom is Kuya Joe fielding as his successor? Is Benjie Lim running?” The way he phrased his questions showed a keen interest undimmed by two years of waiting.

Lomibao, by the way, endorses the shotgun for barangay captains. He said: “The governor knows the situation on the ground, and we should support him.”

“Spines has done what a governor normally does for years,” he said, adding “he will beat all his predecessors in performance and in transforming the workforce into dynamic organization.”

Human rights issues will be tackled in a seminar in Lingayen on November 15 with Lawyer Leila de Lima, Human Rights Commission chair, as guest speaker. Gov. Espino and Col. Percival Barba will give welcome remarks and opening statement. The Center for People’s Rights and Participation (CRPI) will give an overview of the forum followed by situationers from LGU and PNP representatives, the media and private sector.

Director Elzy Ofreneo of the CHR and Research will give the synthesis while Fr. Romeo Intengan, S. J., president of the Center for People’s Rights and Participation will give the closing remarks.
