To the honorable governor;
Aware of your concern about peace and order but putting guns in the hands of civilians will only add to the problem.
I know a lot of these barangay captains are decent, law abiding citizens but some may not be qualified to hold guns and will only create more problems and will affect the majority of the people of our beloved province and of course will only discredit the good start of your administration.
Pls. sir, form a research group and study the situation and maybe we can do a better way to solve peace and order in the province.
