When clean-up is useless

What good is a coastal cleanup when the source is not controlled and continuously generates more garbage? It is like throwing garbage all over the place and then cleaning it up later.
The coastal cleanup is OK and done in most countries but they enforce their environmental laws and regulations. The cleanup will only remove those garbage that are not biodegradable, but how do you cleanup the more nasty stuff like human and animal wastes and industrial wastes?
The picture shows no garbage collected, is it only for PA-POGI news?
