Who will help Kapitan’s “accidental” victims?

Giving arms to Barangay Chairmen or Kapitans is a waste of Juan dela Cruz’ money or people’s money. We can use the amount allotted on any other important matters to the Pangasinenses.
What these guns can do is to hurt or endanger citizens… it will be another burden to the people, since whoever gets shot will be treated or cured.
Are they going to provide insurance just incase somebody gets hurt or shot accidentally?
