Are kapitans taking over from PNP?

How about Cong. Celeste (Chairman Committee on National Defense), what does he think of arming Kapitans with shotgun?
Having a governor who used to be a regional director of the PNP and one of the province’ congressmen as the chairman of national defense (committee), one would think Pangasinan will be a peaceful and safer place to live.
It’s hard to comprehend. Are we redelegating police duty to the Kapitans? Or is the PNP trying to wash their hands in the killing their “brothers in the hood”?
