Who needs a cellphone to check truancy in Burgos?

Cell phones shouldn’t be banned outside the school. But, within school premises it should be interdicted regardless of any reason.
We’ll go further.
Case in point: Burgos. This town is small with only 14 barrios. Possibly, the distance between barangays and the elementary school, is at most one or two kilometer or less.
If the purpose is to keep an eye on the kids, with such a distance, then it couldn’t get crazier than that.
Would it be possible to check on the kids for truancy without CP? Yeah, it was done in my youth. And, Burgos where everybody knows your name, there’s no urgent need for such a device.
This thing is not only tacky, but churlish.
