Enforce the helmet law strictly

OUR local government units nationwide have enacted ordinances for the mandatory wearing of helmets by motorcycle drivers and riders. However, I note that these ordinances are not strictly enforced!

Recently, a child of a friend died due to an accident as a back-rider of a motorcycle! The child was not wearing a helmet.  If only the “no helmet, no ride” rule was strictly enforced at hinuhuli talaga ang mga violators nito, hindi sana sinapit ng biktima ang maagang kamatayan!

Kadalasan nga na makikita natin na sobra ang sakay ng motorsiklo – may isa sa harap at dalawa sa likod; kadalasan pa mga batang maliliit o isang buong pamilya! Overloaded na nga, wala pang helmet!  ‘Yan ay nakalulusot sa ating mga enforcers sa kalsada na busy sa kaka-text!  Pasaway na nga ang mga riders, pasaway pa rin ang mga enforcers!

We always have good plans and initiatives but we do not see and pursue to their completion. Dapat bantayan araw-araw at regular ang enforcement ng ordinance. Hindi puro umpisa lang!

The Senate passed on third reading the bill prohibiting children aged 12 years old and below from riding motorcycles last May 2015. Naipasa na rin ng Senado ang 3rd at final reading nyan last May 2015! Hopefully this will become law soon.

Meanwhile, I call on PPPO’s OIC Sr. Supt. Rolie Saltat to already implement the intent of that bill by strictly enforcing the helmet law in the province. The intent is to save lives!

Puro ka yata pa-pogi at pa-picture-picture na lang, Col. Saltat?? Seryosohin mo naman ang trabaho mo!

While we criticize some of our barangay leaders who are into drugs, we are also proud of those that do their jobs and do not tolerate the presence of illegal drugs in their communities.  

I am happy that Barangay Captain Arsenio L. Elegado, Sr. of Mabanogbog, Urdaneta City, exercises his right to invoke a citizen’s arrest against suspected drug pushers in his barangay.  Congratulations!

He should be made role model of our barangay officials, particularly of some in Dagupan City (already known to be heavily drug-affected)!  Kung nagagawa ni Kap na gumanap sa kanyang tungkulin, bakit ang iba hindi?

I also congratulate Urdaneta City Mayor Boboom Perez.  Masuwerte ang Urdaneta sa pagkakaroon ng mga barangay leader na katulad ni Kap Elegado at iba pa!  If all your barangay captains are like him, your city will also be drug-free.

Mabuhay ka Kapitan Elegado! I am sure that your family and friends are very proud of you! Thank you Kap for showing a good example to our fellow public servants.  

I am also grateful to our law enforcement units of Pangasinan for appreciating the efforts of Kapitan Elegado.

For some time now, crimes perpetrated by motorcycle-riding gunmen, a.k.a. “hitmen riding-in-tandem,” having been filling up pages of our police records in the province.  A sense of helplessness pervades each time lifeless victims lay on the streets. Sino ba naman ang hindi manghihina kung ang ka-pamilya mo ay pinatay ng riding-in-tandem ng walang kalaban-laban at sa di malamang dahilan?

Because of this, I feel compelled to call on the police na seryosohin ang mabilis na pagtugis sa mga bumiktima ng maraming buhay. Anybody can be a victim as long as someone is willing to kill for a fee. Ang mga guns-for-hire ay nabubuhay sa pamamagitan ng pagpatay!

Finally, two motorcycle-riding gunmen were killed in Urdaneta City. Ayon sa report, They fired at a team ng Special Weapons and Tactics (SWAT) that responded.  Ang finale, sila ang namatay!

However, I have mixed feelings about it. Hindi ako masaya dahil never ko naman ipinanalangin na mamatay na sana lahat ang mga kriminal sa ating probinsya at the same time, I feel something has been accomplished dahil nabawasan ang mga kampon ni Taning. 

It’s definitely an accomplishment for the Urdaneta police. For sure, they were able to protect the unidentified targets of the riding-in-tandem. It also proves that our law enforcers can keep the city’s peace and order if only the people will cooperate. The text and call to the police helped trap the criminals.

Congratulations to P/Sup. Jeff Fanged and his men and the people of Urdaneta City for this accomplishment!
