Timely drug-testing of police

IT is heartening to see that the provincial police’s anti-drug campaign in the province is proceeding vigorously. And while the Pangasinan Provincial Police Station is at it, the Anti-Drug Abuse Councils (ADACs) should also be activated and working by this time.

Sayang naman ang efforts natin sa Provincial Anti-Drug Abuse Council (PADAC) kung hindi ma-utilize ang mga ADACs na ito. Dahil sa dami nito sa buong Pangasinan, I don’t think we will still be needing more volunteers to help in our anti-drug campaign.

I have a suggestion. Why not compel the barangay captains of all towns, cities and municipalities in the province to prepare and submit accomplishment report to PADAC? That way, we can see which ADACs are fully operational and already assisting or still inactive and doing nothing.

Another suggestion. The provincial government can also require the Local Government Units (LGUs) to submit their ADACs’ report in exchange for the release of their Internal Revenue Allotment (IRA). The cooperative LGUs that submit ADAC reports to PADAC can be assured they can have their IRA on time. The lazy and inactive LGUs will have to wait.

Through this policy, we will know which Barangay Anti-Drug Abuse Councils (BADACs) helped in the province-wide campaign. At the same time, it becomes a motivation for the BADAC, ADAC and MADAC to act. Hindi po masama pag ginawa ito dahil ito ay mabisang paraan upang masiguro natin na ang mga natutulog na ADACs ay lagi nang gising at nagtatrabaho.

If everyone cooperates and gets involved we can still attain a Drug-Free Pangasinan!

Kudos to PPPO OIC P/Sr. Supt. Rollie Saltat for initiating the random drug testing in Lingayen!

Dapat na rin patunayan na hindi lahat ng pulis ay involved sa illegal drug business kagaya ni PO1 Joel Elberto Nery in Dagupan City who was nabbed for allegedly sniffing shabu inside his car. Kawawa naman ang ibang matitino na nadadamay!

While the anti-drug campaign is ongoing, we should show the people that we are truly serious in our efforts to eliminate the drug problem, so the scalawags must be exposed and ousted. Paano tayo paniniwalaan ng mga tao kung ang mismong kapulisan ay “user” at “pusher?”

Disiplina talaga ang problema nating mga Pinoy. Because if we are a disciplined people, we would not have police officers-users/pushers, government officials as protector, barangay chairmen as pushers. Kung displinado ang Pinoy, wala dapat ang mga ito! Dapat nasa puso kung ano ang sinumpaang tungkulin na dapat lang nilang talimain. Dahil pag sobra sa tungkulin mo ang iyong ginagawa, pang-aabuso na ang tawag doon!

What Sr. Supt. Saltat is doing now is part of his being disciplinarian which is a good asset of a leader. Sabi nga, show the people that you are a good example and they will all follow! Kung isa kang pulis, ipakita mo sa tao na ang iyong suot na uniporme ay tunay na kagalang-galang at hindi nakaka-walang-galang.

It is noteworthy to mention that conduct of drug testing is commonly paired with the “Drug Abuse in the Workplace” seminar. In fact, many private offices have requested for this seminar including the conduct of random drug test.

Many government offices in Metro Manila have already organized such seminars including the Drug Abuse Prevention and Control Office of Muntinlupa City government and the Bureau of Internal Revenue.

Private companies that host these seminars are thankful because they are provided with information that help them identify drug users in their offices and can immediately assist their employees who have been found positive for using illegal drugs.

We suggest that if anyone is found positive for drug use, the company does not terminate the employee but help the employee by endorsing him/her for rehabilitation in an existing facility. This we recommend since the user-employees not only affects office operations but their families as well.

This program aims to assist offices and their employees found positive of using illegal drugs.

I don’t recall if any LGU in the province has organized this program but it is high time our LGUs do. Tamang-tama po ito ngayon na malapit na ang eleksyon. Busy ang mga local governments kaya’t hindi obvious kung may mga empleyadong naglilibang gamit ang iligal na droga.
