SUCH warm greetings to not mean you should resort to sensual pleasures ha? We urge you to turn your thoughts inward and reflect on the blessings you have been receiving from the Lord!

We further suggest you join your families—not the number twos and number others!—but the real, genuine ones and have a good time.

Nothing can beat spending precious moments with family and the Lord!

We just want to get this kink off our chest: the propensity of the Department of Public Works and Highways (DPWH) to do their thing on our roads in complete disregard of existing structures that could be destroyed as a result.

As chair of the Dagupan City Water District (DCWD), we have on authority this ugly situation for which we never lacked any effort to call the attention of DPWH’s local stewards especially our friend District Engr. Rodolfo “Boy” Dion to the messy situation.

We have constantly issued requests to the DPWH to “watch their diggings” or rehab work in order not to conflict damage on the water district’s expensive pipes. We are modernizing or water system, you see.

Correction, not only the DPWH, but the city engineering included.

You’re right kesyo we are a Mayor Belen’s friend, hindi na tayo aalsa sa mga dapat mapuna! This too should include our friend private contractor Nelson Sotto, Rep. Gina de Venecia’s project assistant. We beg them to log off the water district’s re-piping works. In point of fact, we have already spent P4 million for re-piping operations!

We know that our friends at DPWH—from Regional Director Melanio Briosos to DE Boy Dion—are well meaning, but our water projects have sustained severe damages, leaving us no recourse but to file damages.

Is it the case, as we heard that it’s not DPWH’s look-out if its projects cause damages on other agencies’ utilities? Naman!

We heard from Engr. Venus Torio of the DPWH’s region that it would be impossible for their agency to be blamed on such things citing Dept order 73-2014 that enjoins all entities, public and private cooperate with the department on its infra program.

Well and good. But per record, the road project proceeded without giving due notice.

Last word—hopefully, last word—on noise pollution by unregistered motorized tricycles creating noise pollution in Dagupan City.

Director Jojo Guadiz said he will deputize policemen under Chief Chris Abrahano to impound the noise pollutants!

Well, this is good! But something bad takes place as soon as the good is in place! What?!!

It is this: there’s no place—not adequate area—to house the impounded vehicles!

Due to this space problem, we propose that a summit be held to tackle it, and we understand that this is exactly going to be done on April 8 with City Administrator presiding.

Let’s have a strategic, holistic plan, gentlemen and ladies!

Don’t forget our advice: stick to what is fair and spiritual and divine.
