BY the time you read this, we’ve already been to Davao City on the invitation of our friends, James Gaisano and Rene Concordia. We are expected to be joined by our two former law classmates Atty. Fred Lim and Bingbong Medialdia, also a lawyer.

Davao, you know, has been our favorite, the latest reason being our association with Super Mayor Rody Duterte, pagani ganin man president na Pilipinas.

You see, under Mayor Rody, Davao has become a model city in various fronts, including the conquest of criminality and its modern water system.

And so our Davao visit which will be spiced by its sweet mangoes, papaya and other Philippine fruits is meant to observe its best practices in the delivery of basic services such as those mentioned above.

We have to brush up with our local concerns since we are chairman of the Dagupan Peace and Order Council, the province’s police advisory council, consultant of Sec. Bebot Villar’s Dangerous Drugs Board (DDB) and, oh yes, chairman of the Dagupan Water District and the City Culture and Arts Committee.

Our Davao visit will therefore be a working visit, a super busy visit. We want to see their best practices.

We were told the city has the best water system nationwide.

How do they do it kaya?

You see, this man Rody Duterte has what it takes to be a leader, kung kaya iniindorso natin siya sa pagka-pangulo ng Pinas..

Dagupan City’s aversion to noise pollution has won the enthusiastic involvement of the city police led by Col. Christopher Abrahano and the Regional LTO headed by Director Jojo Guadiz.

The police reported the apprehension of 48 noisy motorcycles on the first day of the drive.

Let’s hope that the performance is not ningas cogon, and that the penalty against violators should not be in the range of P100 for first offender, P200 for 2nd offender and P300 for third.

This corner recommends P 1,000, first offense, P2,000, 2nd offense, and P3,000, third, with recommended penalty of impounding the vehicle and imprisonment.

The PNP-LTO combination has brought sense to our streets, especially at night when our romantic moments should not be disturbed.

Here’s a snappy salute to Mayor Belen T. Fernandez and the Villaflor Medical Center for forging an agreement on the proper implementation of the PhilHealth program.

Tuwang tuwa si Mayora sa no-billing policy na nakasaad sa agreement, which is, forall intent and purposes is the spirit and the letter contained in the PhilHealth law.

In case you did not see the implication of the agreement, it is this: private hospitals can partner with the government on matters affecting the poor especially on health, a most basic program in everyone’s life.

We received word that former President GMA will be accorded appropriate humane treatment by the United Nations.

You will note that this corner has been harping on the fact that our former President, a half- Pangasinense being the daughter of the late former Evangelina Macaraeg, has not been convicted of any crime. And yet, que barbaridad!, she continues to be detained at the Veterans Memorial Hospital!!!
