Drug trafficking inside Bilibid Prison

THE drug trafficking inside the New Bilibid Prison has gotten worse na pala. This, in spite of the anti-illegal drug operations ordered by Justice Secretary Leila de Lima.

Apparently, kumakasa na ang mga jailed drug lords, getting bolder. Isang prison guard na nga ang kanilang itinumba last month. And last Tuesday, the head of the Bureau of Corrections said that he and some prison guards have been receiving death threats, presumably from people behind the illegal drug trade.

How they can manage to operate inside the prison ay isang malaking katanungan. Imagine, 78 percent of the inmates at the Bilibid’s maximum security compound were found positive of using illegal drugs! Forty-four inmates were also found in possession of illegal drugs! And in 2 weeks of search operation, some 100 grams ng “shabu” were discovered sa loob ng kulungan!

Obviously, the drug trafficking inside continues dahil may access pa rin sila sa labas ng kulungan sa pamamagitan ng mobile phones. At kung bakit meron sila nito sa loob ay isa ring malaking katanungan because no cellphones are allowed inside.

It’s time na i-review ang mga security protocols sa Bilibid Prison and in other jail facilities. Palawigin din ang pagmamanman inside the jails upang kaagad matukoy kung sino-sino ang involved pa rin sa mga illegal activities kahit na nakakulong na.

The jailed convicts must be made to suffer dahil sa kasalanang kanilang ginawa at hindi para mag-bakasyun at nag-e-enjoy!

If Dagupan City Mayor Belen Fernandez is very happy these days, it is because a big real estate company will invest in a multi-million residential subdivision project in the city.

An official of the Sta. Lucia Land Inc., one of the country’s largest real estate companies, told her that the company chose Dagupan because it is the center of trade, communication and education in the North.

Ang pag-i-invest ng malalaking negosyante sa Dagupan is an indication of the confidence ng mga ito na kikita sila sa lungsod dahil sa maayos na peace and order situation nito, available at reliable ang basic services, like power and telecommunications, at handa silang tulungan ng lokal na pamahalaan.

Nagiging attractive din sa isang investor ang isang bayan o lungsod kung nakikita nito na ang pamamahala ay transparent at isinusulong ang good governance practices.

To a local government executive like Mayor Belen, ang pagdating ng isang investor ay isang blessing hindi lamang dahil sa dagdag na income para sa local government unit dahil sa mga taxes na ibabayad ng investor, but because of the business and job opportunities na maidudulot nito sa isang lugar.

There has been a rash of shooting incidents sa iba’t ibang bayan in Pangasinan recently. Riding in tandem ulit. At nababahala ang marami nating mga kababayan, at ang lalo pang nakakabahala ay kapag sinasabi ng provincial police office na “isolated” ang mga incidents, “generally peaceful” ang lalawigan at tinutugis na nila ang mga suspects na hindi naman nila identified.

Then, they say: “The number of shooting incidents this year is still lower than that of last year’s.”

It just shows how ill-prepared the police are in dealing with this problem. They have tried to set up checkpoints. They have suspended permits to carry firearms outside of residence and eventually lifted it. They have long been conducting “Oplan Bakal.” What else?

There should be a better way – and there is a better way — of dealing with the problem.

It’s time na ang pag-usapan naman nila in their command conferences ay hindi puro situation reports. Mag-analyze naman sila kung papaano nagaganap ang isang shooting incident o anumang krimen for that matter! Baka naman may sinusunod na pattern o pinipiling lugar ang mga killers bago isagawa ang pamamaril!

Panahon na para i-apply ninyo ang lahat ng mga napag-aralan niyo in dealing with crime!

Others say favorite ko raw si Mayor Belen Fernandez ng Dagupan City kasi most of the time raw ay sya ang laman ng aking column here and in People’s Tonight.

Although hindi uso sa akin ang favoritism, Mayor Fernandez deserves praises for her accomplishments as mother of Dagupan City. Not all mayors in the province are doing what she does. I see her actively pursuing activities that should be done. Kahit anong issue, updated si mayora at best effort sa lahat ng kanyang mga ginagawa.

Personally, I wish other mayors will emulate Mayor Fernandez. But of course, hindi rin magpapahuli sa kasipagan ang ating kaibigan at DDB consultant and representative to the Regional Peace and Order Council, Atty. Gonz Duque, who also helps in the anti-drug program in Dagupan City.
