Registration of foreigners sought in Dagupan

ALARMED by the abduction and the killing of a Korean national at Camp Crame, and how his body was disposed of, Dagupan City Councilor Jose Netu Tamayo called the registration of all foreign nationals staying in Dagupan with city hall so they can be helped and protected when they need it.

In a privilege speech before the Sangguniang Panlungsod on Feb. 1, Tamayo said Dagupan as a local government unit has an obligation to also protect foreign nationals living within its jurisdiction.

He noted there are many foreign nationals staying in Dagupan that include students, businessmen, tourists and balikbayans, among them Americans, Chinese, Koreans, Indians, Japanese, British, Thais and Nigerians, among others.

Tamayo, a lawyer, said he will soon introduce a draft ordinance making it compulsory for all foreign nationals staying in the city for more than one month to register with the city through the mayor’s office where a system to validate the foreigners’ purpose for residency to help protect them.

The proposed registration of foreigners with the city government will be in close coordination with the Philippine National Police (PNP) as well as with the district office of the National Bureau of Investigation (NBI).

He said a registration, he said, can also help the government validate if a foreign national is linked with terrorism activities. (Leonardo Micua)
