POSO issues traffic violation citations only

NO CONFISCATION OF LICENSE POLICY

ANOTHER innovation to improve traffic in Dagupan City has been introduced –  a “no confiscation of driver’s license of erring motorists” rule is now being implemented by the Public Order and Safety Office (POSO) and City Action Service Team (CAST).

Carlito Ocampo, now the city’s new chief of POSO and CAST, said the policy has been in effect since September 1.

The new rule is to merely issue traffic violation citations to an erring drivers and do away with the practice of temporary confiscation of driver’s licenses.

The driver has 72 hours to pay the corresponding penalty.

He warned that non-payment of fines based on issued traffic violation tickets will lead to filing of cases in courts and immediate arrests after warrants are issued by the court.

“After the lapse of 72 hours, we will be compelled to forward the citation ticket to the office of the city legal officer which will file the corresponding case before the prosecutor’s office. If the complaint is sufficient in form and substance according to the appreciation of the prosecutor’s office, the case will now be elevated to the court,” Ocampo said.

He pointed out that violations of the city’s traffic ordinance fall under summary procedure hence the need for summons.

“If the erring driver fails to appear on the date and time designated by the court in their summons, he may be arrested with a warrant of arrest from the court,” said Ocampo. (With report from the CIO)
