LINGAYEN– An administrative complaint for alleged misconduct in office, oppression, and abuse of authority was filed against Mapandan town Vice Mayor (VM) Catalino Morales Jr.

A businesswoman named Evelyn Biala filed the complaint before the Sangguniang Panlalawigan (SP) Committee on Good Government and Accountability of Public Officers, chaired by Board Member Alfonso Bince Jr., on March 30, 2015.

According to Bince, the complaint alleged that Morales “refused to pay a P20,000 contract for delivery of construction materials to a school in Mapandan.”

Biala alleged that the vice mayor has not paid her for the delivery of the materials.

Morales has been given 15 days, since the filing of the case, to reply to the complaint.

Thereafter, Bince said, a pre-trial will be set.

He also reminded the public that administrative complaints against elected officials will not be entertained 90 days before the 2016 elections. (Johanne Macob)
