Dagupan traffic code amended

THE traffic experiment in Dagupan City that was started in April has been deemed successful and its elements now form the core of the amended traffic code of the city.

The Sangguniang Panlungsod (SP) enacted the full and regular implementation of the ongoing traffic experiment here on Monday after the city’s traffic code was amended to solve road congestion.

Titled as  “Adopting a revised comprehensive and mandatory traffic code in the city of Dagupan and prescribing penalties for violations thereof,” the code authored by Councilor Marvin Fabia, was adopted last week.

The new traffic scheme designating 26 loading and unloading zones around the city to help ease traffic congestion particularly in the city’s business district was reflected in the amendment of article V section 1 on designated loading and unloading zones and section 4.B. (24) on public utility jeeps (PUJ) routes of ordinance no. 1748-2002.

“We saw the improvement in the traffic flow that’s why we are for its total implementation,” said Fabia.

PUJ drivers expressed their support for the amendments during the public hearing conducted by the SP committee.

The penalty for first violation is P200, second offense P400, third offense P600 and the fourth offense is P2, 000.

Coun. Jose Netu Tamayo said that fines should not exceed what the drivers normally earn.

Another amendment introduced is the ban finally on barkers in the designated loading and unloading areas.

Ordinance no. 1848- 2005 allowed barkers initially with specific gudelines that included wearing prescribed uniforms and IDs but these were never complied with by barkers.

“They (barkers) did not attend the schedule hearing so we based our decision on the views of the jeepney drivers and commuters who supported the ban,”. Fabia said. (Hilda M. Austria)
