7 communities ignore city hall
Only 60% compliance with waste segregation policy noted
THE government of Dagupan is standing pat on the strict implementation of its “No segregation, no collection” policy for the city’s garbage in the face of continued refusal and unwillingness of several communities to comply.
Teddy Villamil, head of the city’s Waste Management Division (WMD), said it is a “bitter pill” that is necessary for the garbage volume reduction program aimed at helping address the city’s waste disposal problem.
The WMD has reported that only 60% of the communities are complying with the program, which was re-launched on July 19 as the city’s open dumpsite reached critical level.
According to Villamil, out of the 31 barangays in Dagupan, identified communities in Barangays Mamalingling, Lasip Chico, part of Bacayao Sur, Tapuac, part of Bonuan Gueset (Calamiong area), and Poblacion Weste continue to ignore city hall’s directive.

Villamil said the eventual collection of uncollected garbage in some parts of the city following the strict implementation of the “no segregation, no collection policy, was a result of the dialogue with barangay officials concerned.
The city hall earlier said the city government purposely did not collect the garbage in that area to teach households and market vendors a lesson for stubbornly refusing to segregate their wastes.
“Its really all up to the community,” Villamil said, “if it wants its area to stink and look unsightly or look good and smell good.”
Villamil cited the success story of Pugaro, an island barangay that previously had serious garbage disposal problem that effectively managed to help the city manage its disposal system with the maintenance of its own compost pits.
Trial run starts on September.
