Mangaldan – When should gambling be tolerated?

The police station determined that it cannot do anything about the ongoing gambling activities inside the carnival site since it is part of the entertainment/gaming activities for the forthcoming town fiesta.

Police Chief Supt. Segundino Adaliga pointed out that carnival is covered by an enabling resolution enacted by the Sangguniang Bayan.
 

He said the ordinance made the gambling inside the carnival legal and also by virtue of the contract entered into by the operator and Mayor Herminio Romero, representing the municipal government.

 Instead, he maintained that the duty of the police during the fiesta period is mainly to maintain peace and order inside and outside the carnival and ensure the safety of people going to the carnival site.

Adaliga was asked earlier by concerned citizens in Mangaldan to stop the gambling activities at the carnival site.

But he said the police cannot do this because the carnival is operating legally by virtue of a contract earlier executed by the operator of the same and the municipal government.–APE
