Pangasinan is lowest in basic, functional literacy in R1

PANGASINAN trailed the three other provinces in the Ilocos Region in basic and functional literacy, according to the 2024 Functional Literacy, Education, and Mass Media Survey (FLEMMS) conducted by the Philippine Statistics Authority (PSA).

Data from the survey showed that 88.7% of Pangasinan residents aged five and above are considered basic literates. In contrast, functional literacy, which encompasses the ability to read, write, count, and understand information at a deeper level, among individuals aged 10 to 64, stood at only 62.3%.

Leading the region is Ilocos Sur, with a 93.4% literacy rate, followed by Ilocos Norte at 89.7%. Overall, Region 1 has an 89.6% basic literacy rate.

On functional literacy, Region 1’s average stands at 64.3%, with La Union at the top with 71.5%, while Ilocos Sur and Ilocos Norte ranked second and third, respectively.

FLEMMS is conducted to assess the state of literacy across the country, using a revised definition and methodology in line with PSA Board Resolution No. 13, Series of 2024.

Basic literacy refers to a person’s ability to read and write simple messages in any language or dialect, as well as perform basic mathematical operations. Meanwhile, functional literacy is a higher level of skill that includes interpreting information and making inferences.

Given these findings, it is expected that local governments and the education sector in Pangasinan will implement measures to improve literacy rates. (Ahikam Pasion)
