MBTF: SP majority’s actions run counter to Bagong Pilipinas

THE continued delay in the passage of the 2024 annual budget of Dagupan is opposed to the tenets and objectives of the Bagong Pilipinas program of President Ferdinand Marcos Jr.

Speaking during the flag-raising ceremony at the Dagupan City Plaza on January 29, Mayor Fernandez said the opposition councilors must be made aware that their intentional ploy to delay the passage of the annual budget goes against the purpose and vision of the President’s signature program.

She described the present disposition of the seven opposition councilors who compose the majority in the Sangguniang Panlungsod, constantly invoking excessive bureaucracy, a malpractice known as red tape.

DILG City Director Royolita Rosario confirmed that red tape, which is punishable by law, is among the malpractices in government that the Bagong Pilipinas seeks to discard.

Fernandez echoed her dismay and frustration that her January 5 and January 17, 2024 letters to the Sangguniang Panlungsod are being continuously ignored by the seven councilors: her request to hold daily special sessions and her certification to the urgency of passing the Annual Investment Plan and 2024 budget.

She said without the passage of the two measures as mandated by law, the employees of the city government are being made to wait for their salary increases, the same for the Barangay Health Workers, Barangay Service Point Officers, Tanods and solo parents, all being made to wait for their allowances.

Retired employees are also unable to receive their retirement benefits allocated in the proposed annual budget, said Fernandez.

She dreads the thought that the opposition in the SP will continue to hold the budget hostage till September this year or not at all, which will suspend many services and transactions in the city government. (Leonardo Micua)
