DESPITE the Tropical Cyclone Wind Signal No. 1 on Tuesday raised in Pangasinan, only a roof top of one of the buildings of University of Pangasinan-Phinma in Dagupan City was blown down, sheds of ambulant vendors along Galvan Street and at Magsaysay Market were toppled.

At about the same time, a tornado hit the boundary of Calasiao and Dagupan and in Sitio America in Bonuan Binloc, toppling some trees, wire cables and street lights, while areas along the Pantal-Sinocalan River, including some of Dagupan’s downtown area, were flooded.

Classes in all public and private schools and in all levels, as well as work in all government offices in Dagupan City were suspended starting from 1:00 p.m. on July 25 till the next day by virtue of Executive Order No. 15-2023 signed by Acting Mayor Bryan Kua.

However, the suspension of work in private establishments and enterprises was left to the discretion of their respective heads, managers and administrators.

That day, Mayor Belen Fernandez was on personal leave and per her travel paper approved  by DILG, she enplaned for Hong Kong.

As of 8:00 a.m. on July 26, the northern and western portions of Pangasinan, including Dagupan City, were placed by weathermen under TCWS No.1, but there were only light rains.

No family in Dagupan was evacuated although DCRRMO was on standby 24/7 to await any call of assistance.

Traffic was on stand still at the intersection of A.B. Fernandez Avenue and Arellano Street because of the ongoing construction of a drainage system in those areas.

Acting Mayor Kua mobilized the City Disaster Risk Reduction and Management Office to clear all areas affected by the typhoon in the city. (Leonardo Micua)
